Responsibilities

This Transportation Security Specialist (TSS) position is located in the Directives and Model Security Program Section within Policy Plans & Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a senior team leader on major projects in relation to the desired state of security policy and policy development processes. Typical assignments include, but are not limited to:

  • Conducting analysis on the current and desired state of security policy (e.g., allowing greater freedom of movement for people and goods, cost-effective measures, respectful of privacy rights of operators, passengers and shipments) and policy development processes.
  • Performing examinations of the risks associated with various modes of aviation/surface transportation including the design of the absolute set of policies that are operationally sustainable and appropriate for the risk.
  • Evaluating existing aviation security policies with the objective of developing policy to the desired state through more effective and operationally sustainable, risk-based policies that are cost effective.
  • Conducting analysis and receiving industry best practice standards and evaluating the entire body of policies to identify duplicates and policy gaps.
  • Achieving security excellence through regulatory compliance; setting standards for measurable outcome-based security policies and establishing industry standard risk reduction metrics.
  • Serves as an alternate to the Section Chief by engaging national transportation providers at the CEO, COO and Security Director levels.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H/I) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.


**** It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer 2020. If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. *****

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Conducting research or analysis of transportation security policies or processes to ensure compliance with rules and regulations.
  • Providing recommendations for improvement with transportation security policies or processes.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Conducting research or analysis of transportation security policies or processes to ensure compliance with rules and regulations; AND
  • Collaborating with TSA staff on identifying discrepancies or inconsistencies with transportation security policies and/or processes.

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:

  • Conducting research or analysis of transportation security policies or processes to ensure compliance with rules and regulations; AND
  • Advising leadership staff on policy or procedure discrepancies in order to provide policy revisions and/or corrections.
  • Drafting and/or reviewing written documents such as policy guidance or reports for senior leadership review.



NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
